Croatia Introduces Mandatory E-Invoicing: What Businesses Need to Know

In June 2025, the Croatian Parliament passed the Fiscalization Act, setting out new e-invoicing requirements designed to modernise tax reporting, improve transparency, and streamline business processes.

What Are the New Requirements?
The Fiscalization Act introduces mandatory e-invoicing for domestic business-to-business (B2B) transactions, alongside real-time reporting to the Croatian Tax Authority.
Key implementation dates include:
- From January 2026, all VAT-registered businesses must issue and process compliant electronic invoices.
- All businesses and public entities must be capable of receiving e-invoices by January 2026.
- Businesses that are not VAT registered must begin issuing e-invoices from January 2027.
- E-invoices must be submitted in real time to the Croatian Tax Authority, supporting greater tax transparency and more efficient compliance.
